A decree of the Council of Labour and Defence of August 17, 1921, approved
a programme for the production of credit paper for the period July–
December 1921 at four paper mills, which included the Kommunar Mill in Petrograd, with a monthly
output of 4,000 poods of credit paper on one paper ma- chine, which Glavbum had prepared for operation by the date
specified in the same decree of the
Council of Labour and Defence—November 1, 1921.
According to Glavbum, the Kommunar Mill actually could not begin to fulfil its production
assignment, since, despite all the measures taken by Glavbum
and repeated appeals to Glavton, Petrooblastop, and other
fuel authorities, the Mill had not been supplied with fuel and
is not being supplied even now. The mill is completely without firewood, with the result that the November production programme
could not be fulfilled by the mill.
According to information just received from Glavbum, a second
mill producing credit paper—the Kondrovo Mill— stopped operating on the 26th of this month. According to the production programme
approved by the Council of Labour and Defence, it was supposed to produce 9,000 poods of credit
paper monthly. The stoppage was caused by the failure of the Syzran-Vyazma Railway, which, according to the plan of
Guta, to deliver 245 carloads of firewood to the Mill monthly.
I propose that urgent measures be taken to ensure the planned and timely
supply of fuel to the mills in question.
