By the decree of the STO dated August 17, 1921, a production program for credit paper was approved for the period from July to December 1921 at four writing paper factories, among which is the "Kommunar" factory in Petrograd with a monthly output of 4000 puds of credit paper on the 1st paper machine, which was prepared by Glavbum to start work by the same date set by the STO decree - November 1, 1921.

According to the report from Glavbum, the "Kommunar" factory could not actually begin to fulfill its assigned production task, as, despite all the measures taken by Glavbum and repeated appeals to Glavtop, Petrooblastop, and other fuel authorities, the factory has not been supplied with fuel, and this situation continues to the present. The factory is completely without firewood, and therefore, the November production program could not be fulfilled by the factory.

TO THE PEOPLE'S COMMISSARIAT OF FOREIGN TRADE

According to the latest information received from Glavbum, the second factory producing credit paper, the Kondrovo factory, stopped operations on the 26th of this month. According to the production program approved by the STO, it should produce 9000 puds of credit paper monthly. The stoppage occurred due to the non-delivery of fuel to the factory by the Syzran-Vyazma railway, which, according to the Gut plan, was supposed to deliver 245 wagons of firewood to the factory monthly.

I propose that urgent measures be taken to ensure the systematic and timely supply of fuel to the mentioned factories.
