1The notes were written during the discussion in the Politburo of the Central Committee of the RCP(b) on December 1, 1921, the issue of drafting a new regulation on the All-Russian Extraordinary Commission for Combating Counterrevolution, Speculation and Crimes in Office under the Council of People's Commissars (VChK). The question was raised by L.B.Kamenev at the suggestion of V.I.Lenin (see: Lenin V.I. Complete Collected Works, vol. 54, p. 39). To prepare the project, the Politburo appointed a commission consisting of Kamenev, D.I. Kursky and F.E. Dzerzhinsky and approved the directives to it, which were proposed by Lenin (see: Lenin V.I. Complete Collected Works, Vol. 44, p. 261; V.I.Lenin and the VChK. 2nd ed., p. 509). The draft regulations on the reorganization of the VChK were approved by the Presidium of the All-Russian Central Executive Committee on February 6, 1922 as a decree "On the abolition of the All-Russian Extraordinary Commission and on the rules for searches, seizures and arrests" (see: Sobranie Uzakonenii i Ordinances of the Workers' and Peasants' Government. Moscow, 1922, 16, Article 160).
