The People's Commissariats will supposedly benefit from [transferring to] Gosplan (from the transfer of the Commission for Utilization into it), because this will make them more unaccountable.

That the Commission for Utilization concerned itself with petty needs — this is to its credit, not its fault (sugar for mirror production; salt for silage; unsuitable flour for electric cells, etc.).
