MEMORANDUM TO V. M. MOLOTOV WITH PROPOSALS FOR THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b)

Comrade Molotov! Might we not attempt to resolve two questions in the Politburo over the telephone:
1) Appoint Sokolnikov as a member of the Collegium of the People’s Commissariat for Finance and as a member of the Financial Commission—on the condition that he remains Chairman of the Turkestan Bureau and is obligated to travel to Turkestan whenever necessary, until such time as conditions there have been fully normalized. (If this proposal does not secure a majority, I shall be compelled to defer it to the full deliberations of the Politburo.)
2) Today, we hastily rejected my proposal No. 114, and I agreed to withdraw it. But I now realize that I acted too hastily—and I hereby revive it:
To require 1) Pyatakov; 2) Rukhimovich; 3) Bogdanov (or his deputy, Smilga)—within two weeks—to submit to the Politburo a plan (or a statute, or a set of theses) outlining the relations between the provincial economic councils and the large enterprises located within the given province, which are directly subordinate to the central authorities in Moscow.
[We ourselves will not draft this. The issue is of broad, general significance. We will need to consult all the People’s Commissariats. We must begin work on this matter without delay—starting with the Donetsk Provincial Economic Council.]
