I request that the following questions be placed before Gosplan:
1. on accelerating the construction and commissioning of the Ivanovo-Voznesenskaya district (on Lake Rubek) electrical power station, and
2. on including in the programme of Glavtorf for 1922 the development of the Rubskie peat bogs, or transferring this development to the station construction.

It is necessary now, in connection with the availability of material resources, to establish and confirm for 1922 a programme of construction and peat development for the Ivanovo-Voznesenskaya station and their sequence of priority.

I consider it desirable to involve in the discussion of this question, in addition to the central interested departments (the Commission for Utilization, Glavkomgosoora, Glavtorf) and a representative of the Ivanovo-Voznesenskaya provincial economic council, also the chief engineer of construction.

In general, the development of the plan for state electrical power construction for 1922 should be hastened, with the calculation that it be ready for the Congress of Soviets.
