I am very sorry that I cannot send the recommendation you request. I should very much like to do this if it entailed
only a personal recommendation. But that is not what is involved. This is a political matter, and I am sending
it on to the

The note to V. M. Molotov and the reply to A. I. Okulov were
written by Lenin on Okulov’s letter. Okulov wrote to Lenin that
he had applied to the State Publishers for a permission to publish,
on his personal responsibility, a weekly scientific and literary
newspaper, and asked Lenin to give him a reference.

On January 17, 1922, the Politbureau decided: “To permit
Okulov to publish a weekly journal in accordance with the
programme he initially submitted” (Central Party Archives of the
Institute of Marxism-Leninism of the C.P.S.U. Central
Committee).
