and (c), with weaker evidentiary support—and so forth.

1 S. S. Pilyavsky was chairman of the commission tasked with assessing war-related losses.
2 On November 1, 1921, the SNK established a commission to address practical issues arising from the debt negotiations. By November 22 of the same year, the question of debts was once again discussed at a SNK session, after which the commission—led by S. S. Pilyavsky—was instructed to complete its work by December.
