AGREEMENT

The workers of the Donbas—among them Kalnin—were to be replaced by others, but the Presidium of the All‑Union Central Council of Trade Unions overturned this decision at the request of certain comrades. There is no doubt that the All‑Union Central Council of Trade Unions was insufficiently informed on this matter. This “memorandum” is precisely intended to help clarify the situation in greater detail.
In the interests of: 1) establishing a well‑organized, politically and culturally enlightened army of coal miners in the Donbas—as an indispensable prerequisite for the revival of the Donbas; 2) achieving political control over and leadership of the workers of the Donbas; 3) awakening, on the basis of the resolutions of the Tenth Congress of the RCP(b), a spirit of creative self‑activity among the workers of the Donbas—and so forth—these two fundamental conclusions—namely, the need to alter the existing line and to change personnel—must be put into practice, and done so without delay.

The date on Remeyko’s letter—“November 15, 1921”—was underlined twice by Lenin, and an NB was placed next to it.

I am enclosing the pamphlet by Comrade Remeyko.
It suffices to skim through just a few pages—pages 13 and 14—to grasp the essence of the matter: the struggle and factional strife in the Donbas.
