Another key task for land administration bodies during the winter period is the training of politically conscious rural workers. This campaign is being carried out with great urgency, in accordance with the plan of the People’s Commissariat for Land Affairs, with the active participation of provincial executive committees across the board. The provincial executive committees are tasked with: 1) reviewing and approving the campaign plan no later than December 1; 2) engaging all local government bodies in the work and providing practical support to land administration agencies; 3) exercising general oversight and control over the implementation of the campaign.

Particular attention must be given to informing the peasantry about the measures being taken, so that it may send its most capable representatives to the training courses. In subsequent periods, regularly submit reports from provincial land departments on the progress of the campaign to economic meetings and plenary sessions of the provincial executive committees, while monitoring outcomes through the district executive committees. The presidium of the provincial executive committee bears overall responsibility for the success of the campaign.
