...9. Relationships with provincial organizations.
Dongubotdel and TsPKP II have not only become detached from the masses, they cannot
agree and utilize provincial organizations.
"The policy pursued by Pyatakov and Kaliny'¹ leads to the establishment of the dictatorship of TsPKP and the nullification of all other
organizations," Artyom and Lawler write in their letter of April 7 of this year.
This is not only a manifestation of disagreement in practical work.
No, along with this, an "ideology" is created that is completely incompatible
with the principles of our party.

lies with economic institutions (i.e. TsNPKI — Yu. R.)
and workers' organizations

the Donetsk Coal Industry. Consequently, the coal dictatorship takes the form of the dictatorship
of these institutions and organizations. It is expressed in the coordinated
work of the entire Soviet and party apparatus of the Donetsk
Basin according to their directives." ...
So declare Yuzhbyuro and TsPKP in the editorial of the collection
"Dictatorship of Coal," published in April 1921.
According to Yuzhbyuro and TsPKP, this is not heresy at all. On the contrary;
"Individual responsible workers of Ukraine and Donbass have still not comprehended this ABC truth..."
True, this article was removed at the request of the late comrade. Artyom.
The latter wrote another editorial under the same title and with approximately the same content,
and the "ABC truths" were replaced by truths from the "ABC of Communism," and o ... everyone knows the acute
struggle that is still being waged by TsPKP and Dongubotdel with gubern-
ski organizations.
And Comrade Bitker told us about the form and tone of this struggle in No. 237 of "Pravda":

"The workers thrown by the party into the Donetsk Basin have strong nerves, iron nerves, without these iron nerves
it is impossible to work on the coal front. If in a few lines of a newspaper article it were possible for the entire communist
guard to tell how sometimes the Soviet apparatus 'helps' the coal industry, starting with the People's Commissariat of Food of Ukraine and ending with Gubsvyazyu, how many local communist patriots, of which there are many in
each cell and not a few in other party centers of the gubernia, provide all possible assistance to the large coal industry, then it will become clear to everyone that one needs not iron, but steel nerves." ...
Everyone, of course, understands that the dictatorship of coal is instead of the proletarian dictatorship; that the division of party members into "those thrown by the party into the Donbass" and with "iron nerves" and into communist provincial patriots is nonsense. But not everyone, of course, understands how it is possible to reach such nonsense and what kind of heads are needed for this ...
It would be half the trouble if this nonsense remained nonsense, but the misfortune is that practical work and relationships are built on this nonsense.
10. Conclusions.
This is the picture of the situation in the Donbass, which is the result
of personal observations, conversations with local workers and studying
materials. It is possible that some words in the quotes from this material
do not quite successfully and accurately convey what was and is in reality.

However, it is not about individual words, but about the general tone of that sad
picture that they paint.
The bankruptcy of the system and methods of work carried out by Comrades Pyatakov
and Kaliny is obvious. This applies to both economic and trade union work. If October nevertheless gave success, then this is a comparative success,
relative in comparison with our failures. In addition, there is no doubt
that this success, as in other types of industry, is due to the new system of labor remuneration. We find confirmation of this
in Comrade Volkov's letter of October 10, 1921:
"Along with this, I inform you that at present the productivity of each worker, and in particular the cutter, in connection with the introduction of the new payment-in-kind system of labor, has significantly increased."
This success can rather be attributed to member of the Central Committee of the All-Union Central Council of Trade Unions, Comrade Chubarov
from the Moscow Region basin, who, based on local experience, already
in early spring, long before the 4th Congress of Trade Unions, on the pages of "Pravda"
raised the issue of a decisive change in tariff policy and
put forward the idea of collective supply.
So, first: a decisive change in the line, system and methods
of work that are being carried out in the Donbass.
Here, of course, only the Central Committee of the RCP can authoritatively and powerfully dispose.
Second:
"The question is posed very sharply and boils down to personnel
transfers,"
Comrades Artyom and Lawler write in their letter. What they put
forward in April is still valid now.
For new wine requires new wineskins. Arguments on the topic that it is impossible to carry out a personnel
breakage at a difficult moment are very reminiscent of Maklakov's article about
a car, a passenger and a chauffeur, published, it seems, in Russkiye Vedomosti shortly before the February revolution.
The path of personal breakage is indicated and, moreover, has long been indicated
not only in the Donetsk Gubernia Committee and not only by Artyom and Lawler. It was also indicated by Donbass professional workers
along their professional line.
Thus, discussing the resolution of the DK of the All-Union Central Council of Trade Unions on the recall of Comrade Kalnin to the board of Guk, at the meeting of the Fraction of the plenum of Dongubotdel on April 16, 1921
"Comrades Mezentsev, Yunov and Reiman point out Comrade Kalnin's alienation from the union and his line that runs counter to the
union, insist on his recall provided he is replaced in
TsPKP by a corresponding strong worker."
Then this recall did not take place due to the insistence of Comrade Pyatakov.
At the end of October, the Presidium of the Central Committee of the All-Union Central Council of Trade Unions, in connection with some reorganization
of trade union bodies in Ukraine, which sought to put the regions of Donbass in greater connection and accountability to the Central Committee of the All-Union Central Council of Trade Unions, decided to some extent...
