Dear Vladimir Ilyich, The English newspapers today quote
your speech at some meeting of communists, in which you supposedly declare a rejection of state
capitalism and a transition to complete freedom of private-capitalist
relations...
b) To instruct the People's Commissariats to expedite the work on compiling estimates so
that they are absolutely completed by December 1.
c) To oblige the Financial Commission to summon all People's Commissariats for verification of the proposed
expenditure estimate, so that its final conclusion, after* taking into account all the People's Commissariats, is submitted no later
than Tuesday, November 22, to the Greater SNK.
d) To instruct the Financial Commissariat and the State Planning Commission to complete within a week the calculation
of income and expenses, both monetary and material (on the general
grounds adopted at this time by the Financial Commissariat), and also to complete
the comparison entrusted to the SNK in its resolution of November 5.
e) To present these calculations in the form of summary notes, considering
them as preliminary data for justifying the state budget for 1922.
f) To instruct the Financial Commissariat and the State Planning Commission to print these calculation results
in a summary note with named copies for members of the government
and to implement this measure through the administrative office of the SNK (without public announcement).
g) To instruct the Financial Commissariat and the State Planning Commission to submit by Tuesday information
on when and in what order they can implement the publication,
entrusted to them by the SNK resolution of November 5"' (protocol No. 452, item 2).

FOR THE UTILIZATION OF MATERIAL RESOURCES

Appeals against the decisions of the Commission for Utilization to the STO were
rare: probably less than 1°o.
The State Planning Commission wants to liquidate the Utilization Commission (which
is also supported by interested People's Commissariats, hoping for uncontrolledness), and not transfer it entirely to the State Planning Commission. If it were
transferred entirely to the State Planning Commission, only the objections would remain.

Postscript)". The preface, written on November 16, 1921, was not
printed at the time. It was first published in the Works of V. I. Lenin,
