I strongly recommend the bearer Comrade Nikolai Alexandrovich Emelyanov. I have personally known him since July 1917, as one of the best among the old party guard of Petersburg. I ask you to give him complete trust and all possible assistance. I consider it extremely, extremely important to bring him closer to the affairs of Vneshtorg, because abroad among the employees of Vneshtorg we lack experienced party people, this is first. And secondly, I have a number of documents [that] foreign workers are often offended that Vneshtorg of the RSFSR does not seek ways to get closer to them. And in this respect, Emelyanov's role should be very great.
