Comrade Samarin:

I have been informed by absolutely honest people who have been to the Crimea that everyone there is stealing wine . They say the situation is utterly scandalous, there is
bribe-taking and hard drinking. You are responsible for a
full and impartial check-up. By the way; the controversial
issue between the People’s Commissariat for Foreign Trade
and the People’s Commissariat for Public Health about whether wine should be sold abroad (I think that this should
be done and fast) or left for the hospitals. You must collect all the facts on this question quickly . If there is
anything urgent, cable me directly. I shall expect very short
dispatches weekly.
