In my opinion, there is no reason for me to summon anyone, since I cannot verify the matter, and I will not take anyone's word for it.

I propose entrusting Comrade Zinoviev with obtaining from Lemke a brief, precise, and clear written exposition of the matter bearing Lemke's signature. The exposition should indicate: what charges or suspicions are being raised against the State Treasury; what measures Lemke intends to undertake. The commission should be constituted not of 15 persons, but of 3: 1) a member of the All-Russian Central Executive Committee; 2) Lemke; 3) a communist from the cell of the State Treasury.

The Politburo will then discuss this statement by Lemke on the 27th.
