1 In a note dated November 2, 1921 G. V. Chicherin draws V. I. Lenin's attention to a cipher received from L. B. Krasin from London dated October 31, 1921 with a proposal to resolve the question of concluding an agreement with the Chairman of the American Administration for Relief (ARA) and US Secretary of Commerce H. Hoover on the delivery to Soviet Russia of food supplies in the amount of 1 million dollars. Negotiations on questions connected with aid to the starving had been conducted in Riga as early as August 1921 between a representative of the Soviet government M. M. Litvinov and a representative of the ARA W. Brown.

On August 20 an agreement was signed. The note contains signatures of Politburo members on the voting (see on this question V. I. Lenin. Complete Collected Works, vol. 53, pp. 110—111).
