You are to blame for having failed to take all measures
actually ensuring the rapid receipt of the equipment (receipt at Revel of the precise specific,alien and addresses
should have been seen to).

Your reference to the fact that the specification says “for the Kashira station” turned cut to be invalid, and
you failed to make special contact with the People’s
Commissariat for Foreign Trade.

Measures must, be taken for the future to have the precise
addresses at every point and direction indicated, and the
men personally responsible designated.
