1 The resolution was written by Lenin in connection with receiving a telegram from the plenipotentiary of the NKVT from Persia about the interference in his actions by a representative of Azneft: the latter, selling oil to Persian merchants at a loss, disrupts the market and disrupts the preparations of the NKVT.
