I am informed that in the
Orel and Tula Governorates the receipt of the food tax is proceeding remarkably easily and quickly.
Preobrazhensky, who was in the Orel Governorate, assures that the entire food tax will be paid in three
weeks. Please inform me in a few words, what is your information and how often do you receive
telegrams about the collection of the food tax. Exemplary Governorates or districts
should be specially rewarded. What measures are being taken
to concentrate salt reserves, as well as to ensure that salt is not
sold except for bread, either in the RSFSR or in Ukraine. Shouldn't
the issuance of salt in cities also be restricted, so as to
hinder anarchic commodity exchange for salt. [711]

TELEGRAM TO THE TULA PROVINCIAL FOOD COMMITTEE
To the Tula Provincial Food Committee.
[October 31, 1921]
The Tula Governorate, having brilliantly completed the food tax
campaign, has thus taken one of the first honorary places
on the Republic's vital food
Front.
I declare, on behalf of the Council of People's Commissars, the gratitude and appreciation
of the Republic to all food workers of the Tula Governorate. At the same time,
I propose that the People's Commissariat for Food provide all food workers with a bonus
in the amount of one month's salary. For those who have particularly distinguished themselves, the Provincial Food Commissar is granted the right, with the approval of the Provincial Executive Committee, to issue
an additional reward.
