1 In connection with reports by Ya. E. Rudzutak, A. A. Ioffe, and others on the state of affairs in Turkestan, the question of changing the composition of the Turkburo and Turkcommission arose. On October 12, 1921, following his conversation with Ya. E. Rudzutak on October 11, V. I. Lenin addressed V. M. Molotov and members of the Politburo of the Central Committee of the RCP(b) with a proposal to relieve M. P. Tomsky from work in Turkestan (see V. I. Lenin, *Complete Works*, Vol. 53, p. 259). Lenin presumably made this note before his conversation with Rudzutak, as there is a subsequent pencil annotation on the document: “With Rudzutak: Turkburo.” On October 14, 1921, the Politburo approved Lenin’s proposal recalling Tomsky from Turkestan and appointed the Turkburo and Turkcommission in the composition of G. Ya. Sokolnikov (chairman), V. P. Nogin, Ya. Z. Surits, Ya. Kh. Peters, N. T. Tyuryakulov, A. R. Rakhimbaev, and K. S. Atabaev (members).  

*A. R. Rakhimbaev*—Joined the Party in 1919. Held responsible Party positions. From September 1920 to 1923—Secretary of the Central Committee of the Communist Party (Bolsheviks) of Turkestan.  

*Ya. Z. Surits*—Joined the Bolshevik Party in 1917. In 1919–1921—Plenipotentiary Representative of the RSFSR in Afghanistan.
