1 Leslie Urkart — English industrialist and financier; before the October Revolution was chairman of the Russian-Asiatic United Society and owner of major mining enterprises in Russia (Kyshtym, Ridder, Tanalyk, Ekibastuz).

In 1921–1922 Urkart conducted negotiations with the Soviet government regarding the granting of these enterprises to him in concession. The negotiations began in London in mid-June 1921, and from August through September took place in Moscow.

V. I. Lenin followed the course of negotiations attentively, outlined the basic conditions of the concession, and personally selected the composition of the commission for the inspection of enterprises to be leased in concession (see Complete Collected Works, vol. 45, pp. 205, 216–217; vol. 53, pp. 38, 132, 190–191, 237, 312; vol. 54, pp. 3, 5–6, 105, 178, 284–285, 292, 295, 296, 303–304, and also the present collection, pp. 398–399).
