1 The resolution was written by Lenin in connection with receiving a telegram from the authorized representative of the NKVT [People's Commissariat for Foreign Trade] from Persia about the interference in his actions by a representative of Azneft [Azerbaijan Oil]: the latter, selling oil to Persian merchants at a loss, is undermining the market and disrupting the procurement of the NKVT.

The Export Fund should be collected by small-scale buyers, agents, and commission agents of the NKVTorg [People's Commissariat for Foreign Trade].
They should work for a percentage.
Is this the way the matter is being handled, or otherwise?

1 It is possible that the note was written at one of the meetings of the SNK [Council of People's Commissars] or STO [Council of Labor and Defense], where the issue of the Export Fund was raised both in October and in November. In particular, this issue was discussed in the SNK on October 4, 1921.
