Mikhalsky writes about the new developments in Britain. What’s the crux of the matter here? What is your opinion? Isn’t it that they fear Washington and seek to “appease” France while intimidating Russia?

The agreements and concessions we’ve secured with the Americans are of paramount importance: with Hoover, we already have something—not insignificant. With Hammer, we’re nearly there. Amruss is set to depart on the 348th.

You must do everything possible—especially on your end—to eliminate all friction—both sorrowful and detrimental—between Litvinov and Martens*.
