In receiving the transformers and transformer oil from Sweden, no adequate precautions were taken in a timely manner.
It is unacceptable that foreign equipment— as Vishnyak S. has pointed out—should be “sitting idle” at the Moscow Customs House.

You are to blame for failing to take all measures truly calculated to ensure the swift arrival of the equipment (you should have ensured that Revel obtained an accurate specification and precise addresses).
Your reliance on the specification’s reference to “for the Kashir Station” proved clearly invalid, and you failed to coordinate directly with the NKVT.
Going forward, it is imperative that, for each station, addresses and routing instructions be specified with precision, and that individual responsible parties be designated.
Please report to Comrade Smolyaninov on the measures you have taken.
