But the lease of a sovkhoz or “uncultivated land”?

This must be singled out.

This is a special type.

Here, too, he who cultivates possesses. The state is the owner, the sovkhoz lessee cultivates. This, properly speaking, is not a lessee, and this is not lease in the proper sense.

It is, rather, a transfer of management.

We must delve into this in greater detail and more thoroughly.
