To achieve the goal, it is necessary, along with this:
1) to develop a series of very precise and very thoroughly
considered measures to promote corn and to teach peasants
corn cultivation with the current scarce resources*
2) to urgently discuss whether practical means
and ways can be found, under the existing conditions of peasant
farming, life and customs, to introduce corn into people's
diet (cf. p. 35 of the Gosplan memorandum).
I request that the agricultural section and the presidium immediately hold a discussion on these issues with the obligatory
involvement of all shades of opinion regarding corn.

1. To assign responsibility for the implementation of the STO resolutions on Fowler plows personally to the head of the Metal Department
of the VSNKh, comrade Martens.
2. To propose to comrade Martens to submit to the STO within a week a written proposal on the plan for organizing
the work and on concrete measures for its success.
3. To liquidate the Extraordinary Troika, obliging it to hand over
the cases to comrade Martens within a week and to submit a written
report on its work.
4. To instruct the NKYu to investigate within a week the red tape, mismanagement and incorrect attitude towards this case
displayed by the Metal Department, then especially by the Extraordinary
Troika, as well as by other institutions.
To submit a report to the STO.

year on measures to combat the concealment of arable land, it is prescribed in

1 17 an urgent manner to provide to the disposal of the commissions attached to the food agencies
for checking areas the necessary number of land surveyors, both for giving conclusions and submitting
plans, and for traveling to locations to check in kind a small
number of areas.
No more than
60% of the total number of land surveyors is subject to allocation
at the direction of the land departments and for a period of no more than one month. Also, the uezd land management
departments are to give conclusions according to the available cadastral
plans on the amount of land holdings by volosts and villages according
to the requirements of the food agencies. [01291]
