According to Graftio’s report, the Volkhov construction project is provisioned with food supplies from September to December, yet work has come to a halt due to the lack of banknotes. **Glavkomgoosoor** (Main Committee for State Construction) has allocated only 125 million for Volkhovstroy in September, while Graftio states that more than one billion is required.  

I propose immediately ensuring Volkhovstroy receives the necessary amount of banknotes to expedite construction work in accordance with the quantity of rations allotted under the VTsIK resolutions of May 30 and November 5.  

Notify me of execution no later than September 10. **[826]**

**Comrade Bogdanov!** So, does this mean you are directly managing and responsible for it?  

*The note was written by Lenin on Graftio’s clarification concerning who directly supervised the Volkhov construction. Below the clarification, Lenin wrote: “From Graftio,” then underlined it twice. To the right, in red pencil (apparently added later), he wrote: “Chaos regarding Volkhovstroy.”*

**IVANOVO-VOZNESENSK ELECTRIC POWER STATION**  

The project for the Ivanovo-Voznesensk regional power station was outlined in the **GOELRO** plan, approved by the **VIII Congress of Soviets** in December 1920. Corresponding decisions were issued by the **Presidium of Gosplan** in December 1921 and February 1922.  

The purpose of the station was the electrification of the Ivanovo-Voznesensk, Shuya, Kineshma, and other major textile districts. The site selected was the vast **Teykovo peat bog**, covering up to 8,000 *desyatins*. The station was planned to be built on the shore of **Rubskoye Lake**. Initially, its capacity was projected at **40,000 kW**, with subsequent expansion to **80,000 kW**. Construction work finally began in autumn **1926**.  

The two documents published below relate to the stage of drafting the station’s construction project.

I demand urgent submission of the following information and materials regarding the construction of the **Ivanovo-Voznesensk regional electric power station (on Rubskoye Lake)**:  

1. The **Regulations** concerning the state-owned Ivanovo-Voznesensk regional electric power station or its construction;  
2. Whether **design plans** for the station have been drawn up and approved, including basic project details: capacity, type, etc.;  
3. The organizational structure of the **construction management**: number of offices; their locations; interrelations among them and with the center; who directly oversees construction (here in the center); the relationship between construction authorities and the **Ivanovo-Voznesensk provincial Soviet institutions**; names, positions, and experience of key responsible personnel in charge of construction; who here in the center is directly accountable for the entire matter;  
4. The number of **workers and employees** in the construction management and on-site as of **May 1** and **October 1**, including all personnel of central and local offices (Moscow, Ivanovo-Voznesensk, Teykovo, Rubskoye Lake), separately:  
   - Construction and other workers:  
     a) Skilled  
     b) Unskilled  
   - Office personnel  
   - Administrative and technical staff:  
     a) Engineers  
     b) Other technicians  
5. The **tasks assigned** to the construction management, the **construction plan** for **1921–1922**, the **schedule of work**, and its fulfillment for these two years;  
6. The **progress of construction work** as of **October 1, 1921**; what has actually been accomplished since the start of construction;  
7. The **provisioning** of the construction site in **1921–1922** with food, construction and technical materials, labor, etc.

**LETTER TO GOSPLAN**

**To Gosplan**  
**November 23, 1921**  

I request that Gosplan address the following:  

1. **Expediting the construction and commissioning** of the Ivanovo-Voznesensk regional electric power station (on Rubskoye Lake);  
2. **Including the development of the Rub peat bogs** in **Glavtop’s (Main Fuel Committee) plan for 1922** or transferring this work directly to the station construction project.  

Given the available material resources, it is imperative to **finalize and approve** the **1922 construction program** and **peat development plan** for the Ivanovo-Voznesensk station, including prioritization.  

It would be advisable to involve not only central interested departments (Commission for Utilization, **Glavkomgoosoor**, **Glavtop**) but also a representative of the **Ivanovo-Voznesensk Provincial Economic Council** and the **chief engineer of the construction project** in the discussion of this matter.
