Comrade Chicherin:

I doubt whether any other People’s Commissariat would stand for that sort of thing. I think the business manager
P. P. Gorbunov is to blame. He should have worked out
and got through the Politbureau a precise statute of the
Moscow Committee’s powers, and to cover the fact that without your consent the Moscow Committee is not
empowered to remove anyone (“remove” in the broad sense of
the word).
