Comrade Martens:

Can Hammer (Reinstein told me about him [1]

)

be
persuaded to undertake the financing of the Rutgers group to save the
Urals, improving the composition of the group? by including, say, four efficient Americans?

Let me have an answer to this as soon as possible.

Second. Can you get Hammer to take an interest in a scheme to electrify the Urals, so that Hammer should
provide not only the grain, but also the electrical equipment
(naturally on a loan basis)?

Rutgers’s plan must be corrected (try to do this through
Hammer), and not simply rejected. [2]
