EXCHANGE OF NOTES WITH V. M. MOLOTOV 1  
[14 October 1921] To Comrade Molotov personally:  
Should we not appoint Tomsky 2 chairman of the Industrial Bureau in the Urals?  
I think he will be weak for this. And besides — under Lomov.  
It would be better the other way around.  
Tomsky — chairman of the Economic Council  
Lomov — chairman of the Industrial Bureau.  
X This won’t do. Tomsky is more of a newcomer in industry than Lomov 3.  
Lomov + Tomsky will get along. Show to Stalin.

2 M. P. Tomsky was not appointed to the Urals. He worked for some time in the State Depository for Valuables (Gokhran), then in the All-Union Central Council of Trade Unions.  
3 A. Lomov (G. I. Oppokov) — Party member since 1903. In 1918–1921 — member of the Presidium and Deputy Chairman of the Supreme Economic Council. On 19 October 1921, by decision of the Council of Labour and Defence, he was appointed chairman of the Ural Economic Conference.
