Comrade Martens!

Having received your letter to Litvinov, I express extreme regret and indignation. As an official, I would, at the very least, have issued you a s e v e r e r e p r i m a n d with its entry in your work record.

Litvinov did wrong by using a maliciously polemical expression about "Martens' friends."

This is not good. But it does not yet constitute an insult.

And you responded with an unheard-of insult: "conscious distortion of the truth," etc.

I am forwarding this letter along with your copy to the Central Control Commission.
