I request that you, as a supplement to the material on the Rutgers affair, clarify the following:

1) Everyone speaks of 300,000 dollars as our expenditure.

But § 4 a) states:

"The Soviet government appropriates 100 dollars for each resettling worker," and according to § 5 a) and b) there are resettled 2800 + 3000 = 5800.

Will our expenditure not come to 600,000 dollars?

Or should we add clearly: 100 dollars for 3000 people for the Nadezhdinskii plant and only?

2) Why is there no written declaration from all three—Rutgers, Haywood, and Calvert—that they are signing the "subscription" which is appended to the file?

I request that you order this today and absolutely in English.

3) The end of § 8 (our obligation to reimburse expenses) ought to be set forth more precisely in a separate paragraph: "The Soviet government undertakes to reimburse expenses only in the following cases and only on the following terms."
