The Ivanovo-Voznesensk Gubekonomsoviet hereby petitions the Council of Labour and Defence to reserve for itself 40,000 prodpайки and 4 billion rubles per month, with the aim of commissioning 22 textile enterprises and producing 80.9 million arshins of raw fabric, plus 127.9 million arshins of finished goods.
Given the exceptional importance of large-scale industry in the Ivanovo-Voznesensk Governorate—both from an economic and a political standpoint—it is imperative that every possible effort be made to satisfy the request of the Ivanovo-Voznesensk Gubekosso, even if this requires drawing resources from other regions.
I ask you to convene, under your chairmanship, tomorrow a meeting involving Glavtekstil (in consultation with the Presidium of the VSNKh) and the People’s Commissariat for Food Supplies, as well as representatives of the Ivanovo-Voznesensk Gubekosso—and, should the need arise, to invite a representative of the People’s Commissariat for Finance—so that the matter may be brought before the Great Sovnarkom tomorrow, October 11.
