REGULATIONS CONCERNING THE USE OF WHITE GUARD LITERATURE

According to information received from the People’s Commissariat for Education, Resolution No. 341 of the Sovnarkom dated January 17, 1920—paragraph 3 (a copy is attached)—has either not been implemented at all or has been implemented only in part *. As of September 1, 1921, there had been just 36 submissions (from all departments). Some institutions still regard White Guard printed and written materials as their own property, thereby incorporating them as an integral part of their auxiliary libraries—libraries in which these materials are far from being fully utilized.
I request that you investigate why these Sovnarkom resolutions are so poorly enforced and that you issue appropriate directives, circulars, and instructions to the institutions under your jurisdiction.
Please send me a written report on any measures you have taken, via the Administrative Office of the Sovnarkom—Comrade Gorbunov.

1 Paragraph 3 of the Sovnarkom Resolution dated January 17, 1920, states: “The People’s Commissariat for Foreign Affairs, the Records Department of the VChK, and all bodies under its jurisdiction, as well as the Military Commissariat and its subordinate organs, are hereby required to forward all White Guard literature—both Russian and foreign—in their possession, for use in specialized contexts, to the People’s Commissariat for Education, where it shall be preserved and made available for public use in state libraries.”
Literature should be directed to the State Book Fund of the People’s Commissariat for Education (Volkhonka 18, premises of the Scientific Secretary).
