LETTER TO THE SMALL COUNCIL OF PEOPLE'S COMMISSARS
To the Small Council of People's Commissars.
August 27, [1921]
Forwarding the resolution of the presidium of the Moscow Soviet, I request
both the chairman and all members of the Small
Council of People's Commissars, especially Comrade Goikhbarg, as a lawyer, to pay particular attention
to the need for more cautious, thorough preparation of the text of decrees.
Endless amendments are intolerable.
My impression is that a number of decrees of the Small Council
have recently been hasty.

We must take the most serious measures against this disorder,
so as not to provoke worse protests from the population and the raising
of the question in the Central Committee against the Small Council of People's Commissars.

Yesterday I discovered that an urgent document given by me to Fotieva
for L. B. Kamenev turned out to have gone by the "usual"
i.e. idiotic route and was delayed for many hours, and without my
intervention would have been delayed for days a second time.
Such work by the office is unacceptable, and if even once more
such a typical bureaucratic red tape and spoilage of work is discovered,
I will resort to strict penalties and personnel changes. I prescribe
1) for each document or package that I give for
sending, to check personally with the duty secretary (who
must have a deputy in case of absence and coordinate with the telephone operators on duty around the clock, about replacement);
2) whether all inscriptions have been made [in one's own] hands; urgently;
with a receipt on the envelope, etc.);
3) whether it was immediately handed over to the courier;
4) be sure to check with the addressee by telephone;
5) show me the returned envelope with the receipt;
6) the same rules should be implemented in practice by the telephone operators in
the booth, in case of instructions during hours when the secretary is not there.

I ask you to punish the guilty: if it is the first time, then a reprimand; if it is the second time or there are aggravating circumstances, then with a warning that they will be fired if they do not show
greater accuracy.
Establish a check: once in 400 cases or 1 day out of
45, etc.

Comrade Gorbunov!
It turns out that Kursky and Cherlynchakevich1 left without
formally handing over their affairs — namely, signing the protocols
of the Small Council of People's Commissars. This is the height of lawlessness. Immediately restore order:
a) draw up a protocol, b) demand an answer from

Kursky and Cherlynchakevich by telegraph, c) appoint and start a case on the
violation of their duty by Kursky and Cherlynchakevich.

Comrade Bryukhanov!
Today I signed a telegram regarding 1.2 million poods of hay
for Moscow.
It seems to me that it is wrong to give me all such telegrams
for signature. It is necessary — perhaps gradually, but still
necessary to move and move to teaching people (including the provincial executive committees) to obey even without my signature —
to obey normally, and not just to obey extraordinarily.
Send 2-3 telegrams in the order of a battle order. Track them down.
If they are not fulfilled — punish severely and check the punishment.
Please inform me of an exact plan (and calendar program) for the transfer of local institutions to normal discipline.

(a) the secretary of the Central Committee reports to such-and-such a person by such-and-such a date
(b) secretaries of the Council of People's Commissars (aa) by
telephone to all (or such-and-such)
people's commissars.
