The Central Committee resolved to assign 15 responsible workers to fuel work (firewood, more precisely) for a three-week period.
I would very much ask the comrades undertaking this extremely important work to pay particular attention to the following circumstances:
1) Verification of how accounting is organized locally (for procurement, removal of firewood AND delivery to stations).
The matter is in bad shape. The Council of Labor and Defense sees this, but doesn't know how to help. Comrades observing from below, on the ground, can greatly help the matter if they study it thoroughly on the ground.
2) Methods of theft.
Theft of firewood is very widespread (this is understandable in a ruined, cold peasant country). Bureaucrats and contractors very often cover up theft and carry it out "artistically".
It is extremely important to study methods of deception from below (from entries in books, from receipts, etc. etc.). In more detail, the Council of Labor and Defense is in dire need of this.
I urge all /5 traveling comrades to read this and drop me a line or two; if necessary, do not refuse to stay in place an extra week to study the matter thoroughly.
