It is categorically ordered that until further notice from the Supreme Council of National Economy (VSNKh), the work [at] the Ridder mines should not be suspended and the management of the mines, appointed by the Siberian Bureau of the Supreme Council of National Economy (VSNKh), should not be changed.
Comrade Domnenko, the manager of Ridder, will be given directives on
how to proceed and to whom to transfer the Ridder mines.
It is planned to lease the Ridder mines on concession. [01115]

Regarding a meeting with him. How long will he stay (?) in Moscow?
Find out (through the Supreme Council of National Economy (VSNKh)) and tell me.

1 The note was written by Lenin on the back of a letter from the chairman of the
Siberian Bureau of the Supreme Council of National Economy (VSNKh), Lomov.
At the top of the letter, Lenin made the following note: "overleaf". On the back, the secretary wrote Domnenko's address and
indicated that he would stay in Moscow until September 17, 1921. Lomov asked
Lenin to receive Domnenko and at the same time pointed out that since the transfer
of the mines to the jurisdiction of the Kirghiz Republic, the business had begun to fall apart; therefore,
he came to the conviction that the mines needed to be leased out on concession. *
