I very much ask you to send the following letter to Comrade Kuibyshev (member of the Presidium of the Supreme Council of National Economy) and to arrange with him, to provide him with our stenographer so that he can dictate over the phone.

Comrade Kuibyshev!

You saw yesterday in the STO 271 how Rutgers is making accusations against us, especially against you. This matter is very important. It will undoubtedly receive international publicity. Therefore, it is necessary to record the course of events more carefully, so that there cannot be any gossip and distortions later.

I very much ask you to write down or dictate to our stenographer (this will take less time away from your work)

the entire course of the matter, especially what you told me on the phone about Rutgers' unbelievable behavior, his quick change of conditions, etc.

Of course, we will not show this to anyone for now. But just in case, it is necessary to have it immediately recorded.

The matter has also been brought to the Cheka. We will have to inform both the Cheka and the Profintern accurately and fully. Comrade Gorbunov will arrange a stenographer for you and other matters.

Do not forget:

1) at the electricians' congress, to pass (directly or through an authoritative commission) amendments and additions to the "Plan for Electrification" for its final approval;

2) the calendar program for the development of plans (primarily the main ones) for the current year by Gosplan.
(There is a campaign against Gosplan, claiming that it does not want and is unable to develop plans in practice.)
