Please assign Comrade Iv. Iv. Radchenko to the commission dealing with the Rutgers case.[1]  

1. Reply by V.V. Kuybyshev: *"Comrade Radchenko will be included. By the way, all points of the subscription proposed for the immigrants have been accepted by Rutgers and his associates without objections. V. Kuybyshev."* On Kuybyshev's response, Lenin noted: *"Pertaining to the Rutgers case and his group"* (Arch. No. 16959).

Reversing previous decisions and telegraphic instructions, the Council of Labor and Defense (STO) resolved in its session on September 30: *"Martens must be summoned to Moscow immediately."*  

Hence, I hereby order Martens to depart at once and telegraphically confirm the time of his departure.

Given conflicting reports concerning Martens’ arrival [in] Moscow, I instruct that he be summoned immediately [to] the direct wire and that confirmation of his departure for Moscow be obtained no later than October 15. Your telegraphic response, signed by Martens and yourself, must be received no later than tomorrow. [01199]
