I am sending you a copy of the telephonogram from Comrade Reinshtein 1 to me.
Regarding § 3* — please give me a note on what you concluded about Rutgers?
Is there a text of the agreement? It needs to be sent to me immediately.
Regarding § 1*: the matter is very urgent. I ask you to show this § 1 to Comrade Bogdanov and give me his (and if necessary, your) review as soon as possible: what is holding it up?
It is necessary to finish with Hammer 2 as soon as possible and conclude an agreement on the concession.

Transmit by telegraph [to] Nizhny Tagil to Martens that Rutgers insists on an immediate decision on his matter of leasing a part of Kuzbass and the Nadezhdinsky Plant to a group of American workers, motivating the urgency by the necessity for the representative of the Calvert group to leave for America immediately. I am in difficulty, in view of your request to postpone until your arrival, because I would not want to decide without you. Report: first, when you will be in Moscow, second, how you assess in essence Rutgers’ haste, do you consider it really absolutely urgent to make an immediate decision, or do you advise insisting that Rutgers wait for your arrival. Rutgers declares that you agree with him despite your telegram.
