Transmit by telegraph to Nizhny Tagil to Martens that Rutgers insists on an immediate decision of his matter concerning the transfer of part of the Kuzbass and the Nadezhdinsky factory to a group of American workers, justifying the urgency by the necessity for the representative of Calvert's group to depart to America immediately. I am in difficulty, in view of your request to defer until your arrival, since I would not wish to decide without you. Report: first, when you will be in Moscow; second, how you assess in substance Rutgers's haste—do you consider it truly absolutely urgent to render an immediate decision, or do you advise insisting that Rutgers await your arrival. Rutgers claims that you agree with him contrary to your telegram 255.
