TELEGRAM ON THE ORGANIZATION OF A THREE-WEEK CAMPAIGN
FOR THE REMOVAL OF FIREWOOD**.
To all regional, provincial, and economic councils, district, provincial, and county executive committees, provincial and railroad lumber committees, and all heads of roads.

The season for removing firewood from the forest is coming to an end. In 2-3 weeks, the autumn slush and impassability will halt the removal of procured fuel from the forest until the establishment of a sleigh route. Meanwhile, the amount of firewood available at the lines of the railroads at this time and to be removed according to the plan of Glavleskom during the remaining short period of transportation, completely fails to ensure the normal operation of transport. A complete cessation of the most important railway lines threatens.

To prevent a possible transport catastrophe, the Council of Labor and Defense orders that a three-week campaign for the removal of fuel be announced from October 1, and that for this period all forces and means be mobilized for the removal of fuel to the lines of the railroads, placing this work in terms of importance on par with the collection of the prodnalog.

Immediately convene a meeting of the economic council with the participation of representatives of the railroads to take all measures to achieve the maximum removal of firewood above the established norms, striving to increase the removal to double the set norms, the expenditure of food supplies strictly [to be carried out] according to the simultaneously sent orders, under no circumstances allowing deviations from the orders.

Report the measures taken to the Council of Labor and Defense immediately.

The roads in the most catastrophic situation are: Kazan, North-Western, South-Western, Kiev-Voronezh, Nikolaevskaya, and the roads of Siberia. Therefore, in the provinces through which these most important railway lines pass, all energy, all forces and means must be strained to achieve maximum results.

The chairmen of the provincial executive committees, the chairmen of the provincial lumber committees, and the chairmen of the provincial Cheka are declared personally responsible for energetic implementation in the Soviet and party order. [01190]
