Comrade Dovgalevsky!

The telephone connection with Kharkov is functioning terribly again, whereas some time ago it was working splendidly. I am astonished that my constant intervention is required in order to maintain satisfactory operation of an apparatus that has already been set up, and that the People's Commissariat of Posts and Telegraphs is insufficient for this purpose.

I demand daily inspection of the telephone connection with Kharkov under the responsibility of a person whose name you will report to me in an official document, and who must be warned that I will enforce strict accountability for every case of malfunction.
