To prevent disruption of supply to the army, the following is proposed: the regional Soviet of the National Economy chairman, under personal responsibility, must cease the expenditure of felt boots without requisitions from the Center. Within one week, provide the Main Consumer Industry Administration with information on their availability, and henceforth provide [reports]
