TELEGRAM TO ALL GUBERNIA EXECUTIVE COMMITTEES

The railways are faced with major food shipments, for which there is a shortage of serviceable wagons. Wagon repair is proceeding unsuccessfully due to a lack of materials and a drop in productivity caused by food difficulties.

The STO has released 66,000 poods of grain for wagon repair, ensuring a month’s in-kind bonus, which should have a favourable effect on raising productivity, but the shortage of materials, skilled labour, and other means hampers the execution of intensified wagon repair. Therefore, the most energetic assistance from local bodies to the railways, by all means available to them, is necessary. Assistance must be rendered through the organisation, where possible, of wagon repair using local means, the supply of materials to the railways, mainly in the form of roofing iron, sheathing, nails, bolts, packing material, the acceleration of food deliveries where food assigned by the centre has not arrived, the regulation of the housing question, the provision of labour for dismantling wagons, and generally the rendering of all assistance at the request of the railway administration. Gubernia executive committees are instructed to dispatch their representatives to the railway administrations and there to establish, together with the railway administration, concrete measures for rendering assistance in the matter of wagon repair.

The railway administrations are instructed, after conferring with the local authorities, to report by telegraph to the Main Administration of Railways on the results of the conference, on the type of assistance that will be rendered by the local authorities.

The situation with freight wagons is so serious that only through joint, concerted work can an increase in the number of healthy wagons be achieved and thereby the country’s difficult food situation be alleviated.

I place upon the personal responsibility of the chairmen of the gubernia executive committees the precise and energetic execution of this and the reporting thereof 243.
