Saw Radek today, just back from St. Petersburg.

Says the city is unusually lively. The harbor. Bribery by foreigners is rampant, including hungry and stripped Chekists. The danger here is the greatest.

Immediately create a party commission (VChK + Petrograd Cheka + St. Petersburg RCP organization + Central Committee) - get money (gold will have to be given) and feed and clothe the Chekists in St. Petersburg, Odessa, Moscow, etc.
