1) The principles of seed distribution among the population (are they given to everyone, or only to those who have land prepared for sowing, is the plowed area checked and how, etc.).
2) The actual participation of the bodies of the
People's Commissariat of Agriculture in the acceptance of seed cargoes, their storage, movement from railway
stations to the field, sorting of seeds, if there is information, the pace of work
on
moving the seeds from the central points of receiving them to the field.
3) Is the accounting of delivered seeds organized and how (are lists compiled, to whom exactly - personally or to which collective - are the seeds delivered, in what quantity).
4) Is control organized and how to ensure that the seeds
actually go for sowing, and not for food needs.
The question of the correct distribution of seeds is of particular importance.
Meanwhile, judging by K. Myaskov's note "Spring and Autumn Sowing Campaigns," published in "Izvestia of the All-Russian Central Executive Committee" No. 202,
and according to some other information, not everything is well here.

The Central Committee of the Communist Party of Ukraine has issued a resolution to propose to the provincial committees that at the provincial congresses of poor peasant committees, 50% of the provincial fund of the poor peasant committees be allocated to the starving.
