p. 210 of the Collection); in the letter V.S. Dovgalevsky reported the program of work
on radiotelephony; according to this program, the People's Commissariat of Posts and Telegraphs planned by
April 1922 to set up four transmitting and receiving stations (Moscow,
Kharkov, Novo-Nikolaevsk and Tashkent) and 200 receiving (local) stations. Simultaneously
, the People's Commissariat of Posts and Telegraphs reported on experiments in the Nizhny Novgorod radio
laboratory on the manufacture of horns suitable for operation. I.

I read today in the newspapers that in Kazan a horn has been tested (and gave
excellent results) amplifying the telephone and speaking to the crowd.
Check through Ostryakov. If true, it is necessary to put it in
Moscow and St. Petersburg, and by the way, check all their work.
Let them give me a brief written] report:
1) calendar] program] of work;
2) also - a talking telephone] station for 2000 versts
in Moscow.
When it will be ready.
3) Also - receivers. The number being manufactured.
4) Also - horns.
