for reading to all members of the Political Bureau and to confirm it by telephone (my corrections to be considered accepted if no member of the Central Committee or member of the commission objects: if anyone objects, I advise adopting it without these corrections, just so as not to drag things out). It must also be put through the All-Russia Central Council of Trade Unions and published in the name of the Council of People's Commissars with the obligatory indication: approved both by the All-Russia Central Council of Trade Unions and the Central Committee of the R.C.P.

I am sending these theses on Monday, September 5, to Oborin in Petrograd with a request to give his opinion by telephone. It is important to have the opinion (and, I hope, the consent) of the Petrograd trade union workers.

To Comrade Molotov: it is necessary to request a list of names of these 30 persons and to keep it in the archives of the Central Committee together with the date of this conference.
