Establishments and enterprises that are on state supply. Only a minimum of the very largest, best equipped and furnished factories, plants, mines should be left on state supply, strictly checking available resources. I prescribe that such a check be carried out again immediately and the number of enterprises on state supply be reduced again; a list of enterprises remaining on state supply should be drawn up by the first of October of this year and sent to the STO.
Execution is the personal responsibility of all members of the economic councils and especially the provincial statistical bureaus. For insufficiently thorough reduction in the number of enterprises, I will hand them over to the courts.

The upcoming operational food year, under the conditions of the severe famine that has befallen many provinces, requires exceptionally rational expenditure of food resources. The experience of the past year, the difficulties endured, the extreme tension of efforts last year to avoid catastrophe in the matter of food supply, obligate us to take decisive, firm measures immediately, at the very beginning of the year, in order to prevent the onset of similar phenomena this year, especially necessary in view of the already observed arbitrary expenditure of food funds in the localities. The Central Committee of the party, taking into account the above, at its meeting of September 6, outlined a number of practical steps, the implementation of which, carried out in the most persistent, unwavering manner, should lead to the intended goal, namely: 1. Considering the main task in the field of food supply to be the firm implementation by the food organs of the supply plan, preventing any deviations that entail overspending or expenditure of food resources not provided for in the plan, the Central Committee obligates the provincial committee to provide the provincial food committee with full assistance in this direction, not allowing any pressure in the opposite direction on its part. 2. Provincial committees are obligated to protect provincial food committees from possible pressure from the provincial executive committee, as well as other local bodies, in this sense. 3. Provincial committees are obligated to participate in checking the number of eaters, while simultaneously taking measures to remove those not subject to state supply from supply. 4. In order to avoid interruptions in supply in the center, the People's Commissariat for Food is obligated to create, by the first of January, a fund of at least ten million [poods] in the storage facilities of the center and places located no more than ___ versts from Moscow. 5. Provincial food commissars are personally responsible to the provincial committees for creating, by ___ February, local funds from local resources in the amount of the monthly intra-provincial needs by underfulfilling the minimum plans for intra-provincial supply established by the center, as well as by local barter. Expenditure of this fund is allowed no more than one-fifth per month, starting in March 1922, only with the consent of the provincial committee, in order to satisfy needs provided for in the plan approved by the People's Commissariat for Food, in case it is impossible to satisfy them from current receipts. 6. Starting from the first of October of each month, the provincial committee reports to the Central Committee on the progress of work on the creation of the fund, the provincial food commissar reports to the People's Commissariat for Food to Bryukhanov. 7. The People's Commissariat for Food is obligated to present to the Central Committee those who have distinguished themselves in the creation of local funds. 8. Upon receipt of this, it is proposed to convene a meeting of representatives of the provincial committee, provincial executive committee, provincial food committee, provincial workers' supply, provincial council of national economy, provincial workers' and peasants' inspection to establish and implement the necessary measures under items 1–6 of this circular, with immediate reports to the Central Committee, copies to the People's Commissariat for Food. 9. Take as a guide the obligation of the provincial food committee and all local bodies to accurately, unconditionally, and immediately execute all orders of Deputy People's Commissar for Food Bryukhanov, as well as member of the collegium Khalatov, personally responsible to the Central Committee for the accurate execution of the directives given by them on the basis of the resolution of September 6. 10. Any violation of these directives, in particular in relation to the expenditure of food resources, will be most strictly prosecuted in the party order. The Central Committee reminds comrades that only the unwavering and firmest implementation of the measures indicated in paragraphs 1–7 can prevent complications during the year on food grounds, which took place last year, possible thanks to the food crisis in the present.
